We review observational results for temperatures and column densities of warm and cold neutral components of the diffuse interstellar medium. We compare these with theoretical predictions and find encouraging evolution towards agreement. For some cold gas structures the measured parameters allow us to infer volume densities and morphologies. We infer one structure to be exceedingly thin, like a piece of paper. We have used Arecibo to map the HI in this structure with high angular resolution and are currently examining these data. Our current view: the structure's boundary is sometimes sharp, sometimes flaky. Is this indicating magnetically inhibited conduction?
