Understanding the life cycle of the ISM remains a key question in
astrophysics today. High-resolution spectroscopic observations are needed
to probe the conditions of interstellar gas in different phases of the
cycle. In my talk, I will discuss how we can use high resolution
spectroscopy to probe the star formation phase as well as the global
distribution of the cold neutral medium (CNM) and warm neutral medium
(WNM). The importance of both ground and space-based observations will be
discussed.
